World Police Summit a cornerstone of future policing: Hong Kong Police Commissioner

Dubai [UAE], February 22: Siu Chak-yee, Raymond, Commissioner of Police of the Hong Kong Police Force, emphasised that the World Police Summit (WPS) is more than just an event. He described it as a crucial cornerstone for the future of policing work, as it encompasses essential sessions, discussions, and specialized exhibitions that highlight the latest technological solutions in combating various forms of crime.
Commissioner Siu Chak-yee stated, "The WPS stands out as a unique and unparalleled gathering that promotes collaboration between the public and private sectors. It provides a comprehensive platform for law enforcement professionals worldwide to convene and share their expertise.
The Commissioner of Hong Kong Police will participate in a key session alongside several global police leaders to highlight the essential skills and qualities of effective leadership in law enforcement, as well as the necessary practices for implementing and sustaining leadership development programs and best practices for cultivating effective leaders. This session is part of the upcoming third edition of the World Police Summit, scheduled from March 5th to 7th at the Dubai World Trade Centre, under the theme "Uniting Global Forces for a Safer Tomorrow."
Commissioner Siu Chak-yee highlighted three core functions that the Summit supports, in his opinion: partnership building, exchange and training, and the development of technological knowledge. He explained in more detail, stating, "In terms of partnership building, the Summit plays a vital role in enhancing cooperation among police leaders worldwide. It offers an exceptional opportunity to strengthen existing relationships and forge new collaborative ties to combat transnational organized crime". He further indicated, "Bringing police leaders together under one roof enables them to align strategies, exchange intelligence, and foster the essential trust required for coordinated operations against sophisticated criminal networks that exploit borders. Such meetings are of utmost importance in facilitating knowledge exchange and fostering collaboration to stay prepared in an era where crime is evolving and becoming increasingly complex."
Regarding the exploration of opportunities for training and knowledge exchange and training, Commissioner Siu Chak-yee indicated that the World Police Summit provides law enforcement agencies with a platform to assess and evaluate their practices against global standards, as well as to identify and address any gaps in capabilities. He continued, "Once partnerships are established, they pave the way for initiatives such as mutual training programs, staff exchanges, and technology sharing, creating a conducive environment for exchanging best practices and fostering mutual understanding. The Summit also serves as an ideal opportunity for conducting bilateral meetings and signing memoranda of understanding for collaborative projects".
Meanwhile, regarding technological knowledge, Commissioner Siu Chak-yee emphasised that the Summit serves as a melting pot of diverse expertise, uniting specialists and officials from various countries and organizations in a joint stand against multifaceted crime. Moreover, he indicated that the Summit features a comprehensive agenda encompassing a wide range of law enforcement challenges, from combating prevalent crimes to countering terrorism and ensuring national security.
"The accompanying technology exhibition provides a practical experience with the latest advancements and tools in law enforcement, allowing police leaders to explore the real-world application of these developments. From drones to databases, the exhibition aims to equip police leaders with cutting-edge solutions," he added.
Commissioner Siu Chak-yee confirmed that the Hong Kong Police Force's participation in the exhibition is a testament to the value of integrating technology in law enforcement. He stated, "Demonstrating our expertise in leveraging technology to enhance public safety, we showcase our innovative rescue solutions in the exhibition at the Summit, including the '3R Solutions' platform and the 'HKSOS' mobile app.
He further explained, "The 3R Solutions platform, designed for collaborative use across departments, consists of three components: R-Map, which provides digital mapping specifically for search and rescue operations; R-Watch, which tracks the locations and health data of rescue teams, and R-Cam, which enables live video streaming to command centers, facilitating quick and informed decision-making during operations."
He continued, "The HKSOS app, directly connected to the police report center, allows for immediate location sharing when a distress signal is triggered, ensuring prompt response to emergencies, even in areas without mobile data coverage, utilizing "Signal Radar" technology."
The Commissioner expressed that these advancements have resulted in quicker and more precise identification of search and rescue operation locations, significantly reducing the need for extensive and unnecessary search operations.
He affirmed that these solutions have gained international recognition, receiving three Gold Medals at the 48th International Exhibition of Inventions of Geneva in 2023.
The Commissioner of the Hong Kong Police Force firmly believes that active participation in the World Police Summit is essential for any forward-thinking law enforcement agency. He stated, "The WPS is a dynamic platform where strategic insights are shared, relationships are strengthened, and operational effectiveness is enhanced.
